Sovereign is the only edition with nothing switched off. Citizen identity, registries, settlement, tax, the central bank link and the regulator link all run together, because at this scale the seams between them are exactly where the failures happen.
It is licensed as a deployable rather than sold as a service. That is the point of the word sovereign: data about Zambian citizens sits under Zambian law, on infrastructure Zambian institutions can audit and control, and the licence never assigns ownership of the system away from us or control of the data away from you.
